Charles was born in Bartow, Fla., to Beatrice Bowles and Leon Harding Anderson. He was later adopted by his stepfather, Thomas Hall. He loved to read, play tennis, work out, and travel. After his honorable discharge from the United States Army, Charles received a Bachelor of Arts degree in Political Science in 1966 from Seattle University. He received a Master of Arts degree in Political Science in 1968 from the University of Washington and a Juris Doctor degree from UCLA in 1971. Charles was admitted to the District of Columbia Bar in May 1972 and began his public service career at the Federal Trade Commission. Charles joined the United States Attorney's Office on June 20, 1976 and served with distinction in the Misdemeanor Trial Section, the Grand Jury Section, the Appellate Division and the Felony Trial Division where he served in 1978 in both the Felony I and Felony II Sections. Charles was promoted to Deputy Chief of the Felony Trial Division. He gave 20 years of rewarding service as an Assistant United States Attorney with the United States Attorney's Office, Department of Justice - Washington, District of Columbia. Due to his many accomplishments, Charles accepted a position as an Administrative Law Judge in Westwood, Calif. Charles and his family moved to Santa Clarita, Calif., from Washington, D.C., where he worked as an Assistant U.S. Attorney. While living in Santa Clarita, Charles held the position as an Administrative Law Judge, serving in Westwood. After retiring, he and his family relocated to Ventura County. Judge Hall is survived by his mother, Beatrice Hall-Clausell; wife, Ellen L. Hall; sons, Ulysses, Marcus, Justin and Matthew Hall; and daughter, Mia Hall. Charles is survived by brothers: Andrei, Kemo and Shelton Hall; and sister, Tracy Hall Ventura; and a host of other family and friends. Viewing services will be held Thursday, Aug. 5 from 5 to 8 p.m. at Griffin Family Funeral Chapels of Camarillo, 1075 E. Daily Drive. His ashes will be scattered in a private service held at a later date. Charles lived a full and rewarding life and will be greatly missed by all. |
